Project Highlights

Comprehensive Water Rights Claim Plan for the Duck Valley Indian Reservation
U.S. Department of the Interior, Bureau of Indian Affairs, Portland, OR

NEA serves as prime contractor for this multi-disciplinary project, providing project management and economic analysis litigation support. NEA provides leadership for five firms and is responsible for analysis of farm enterprises, recreation and wildlife habitat planning and evaluation, documentation of springs and domestic wells, project feasibility, and GIS management. Various litigation and negotiation support materials have been produced to date.

Licensing Conditions and Annual Charges Related to Cushman Hydroelectric Project FERC Application
U.S. Department of the Interior, Bureau of Indian Affairs, Portland, OR

NEA developed section 4(e) conditions and 10(e) charges of the Power Planning Act for the FERC relicensing of the Cushman Hydroelectric Project, which impacts the Skokomish Indian Reservation in western Washington. NEA coordinated the work of six subconsultant firms, including experts in fisheries, hydrology, power engineering, geology, sediment transport, wetlands, wildlife, and cultural resources. Study reports addressed project impacts, including loss of fish habitat and fish passage, flooding, changes in groundwater, changes in wetland and wetland habitat, and impacts on cultural resources. Staff coordinated the technical work supporting the development of the recommended 4(e) conditions and developed costs associated with these license conditions to demonstrate reasonableness; provided technical reports addressing environmental impacts associated with the project and prepared appropriate 10(e) charges as part of the relicensing application; and provided GIS mapping and presentation development.

Pelton Round Butte Hydroelectric FERC Relicensing Study

Land Services Division, Portland, OR

NEA serves as overall project manager for this multi-year study related to the FERC relicensing of the Pelton Round Butte Hydroelectric Project, and coordinates the efforts of hydrologists, biologists, and engineers. NEA provides technical and analytical support in economic and recreation and land use impacts; database and document management; and direction and preparation of all GIS maps, tables, and other materials. Studies by NEA and its subcontractors will be used by the Bureau of Indian Affairs to ensure protection of the trust resources of the Warm Springs Indian Reservation.
