History and Mission
Northwest Economics Associates (NEA) serves public and private sector clients from its offices in Vancouver, Washington, and Sacramento, California. The company was founded in 1977 and has completed hundreds of complex and diverse projects to date, ranging in size from several thousand dollars to more than $2.5 million. Our mission is to provide our clients with expert, objective analysis and accurate results, and a range of professional and technical services in a timely and responsive manner. We help our clients understand complex economic and natural resource issues and provide them with clear, credible recommendations.

Principals and Associates

Dr. Robert "Bob" McKusick serves as Vice President and Senior Principal of NEA, a division of ENTRIX, Inc. He joined the company in 1978, after gaining extensive experience in river basin planning and analysis with the Economic Research Service of the U.S. Department of Agriculture in California and Washington, D.C. He holds a B.S., M.S., and Ph.D. in Agricultural and Resource Economics from the University of California at Davis. He is a recognized expert in benefit-cost analysis and feasibility analysis. In addition, Dr. McKusick is frequently sought as an expert witness in litigation involving agricultural and natural resource issues. He is also a nationally recognized expert in water rights claims and negotiated settlements.

Dr. Duane Paul is a Senior Consultant and Senior Associate of NEA, a division of ENTRIX, Inc. He joined the company in 1991 and holds a B.S. in Agricultural Business Management from California Polytechnic University, followed by M.S. and Ph.D. degrees in Agricultural and Resource Economics from the University of California at Davis. Dr. Paul’s expertise includes complex financial analysis, as well as critical issues of resource use and efficiency, environmental impacts, benefit-cost analysis, and economic and social impacts of resource shortages. Dr. Paul has previous experience in commercial banking, which complements his experience and education in economics.

Ms. Lora McKusick serves as GPS/GIS Manager and Associate of NEA, a division of ENTRIX, Inc. She joined the company in 1994 and has B.A. degrees in Criminal Justice and Sociology from Washington State University at Pullman. She specializes in ArcInfo™ and ArcView™ Geographic Information Systems (GIS) and mapping-grade Global Positioning Systems (GPS) and has received technical certification and advanced training in this discipline. Her analysis and maps are used to support water rights litigation and negotiations. Ms. McKusick has worked with more than 30 Indian reservations doing GIS analysis. She also has extensive experience in habitat mapping, GPS data collection, and database management.

Professional Staff
NEA employs a staff of 18, including three with Ph.D.s and seven with M.S. degrees. The staff includes experienced professionals with discipline and work specialties in economic analysis, litigation and negotiation support for water rights claims, natural resources management, fisheries, agricultural production, regional economics, GIS mapping, energy economics, and FERC relicensing analysis.

NEA staff also has expertise in the allied disciplines of land use and recreation planning, water resource planning, forestry, energy conservation, socioeconomic analysis, EA/EIS preparation, impacts analysis, computer programming, database management, and technical writing and editing. Our company invests in technology and professional development, and maintains a comprehensive library of print and on-line reference materials to stay current with emerging technical, legal, and political issues.

Alliances with Other Disciplines
NEA has developed a strong network of cooperative and strategic alliances over the years to provide our clients with a full spectrum of services. Engineers, hydrologists, soil and crop scientists, fisheries biologists, sociologists, and economists and other specialists with unique technical expertise work with the NEA professional staff to successfully complete integrated, multidisciplinary projects for our clients. Our multidisciplinary project management approach helps us work effectively and efficiently with other specialists and associates to ensure that projects are completed accurately, on time, within budget, and to our clients’ satisfaction.
