What analytical tools are used at NEA?
We use a range of sophisticated computer systems and leading
edge software applications for our large- and small-scale quantitative model
development. We select the appropriate analytical framework based on the nature
and complexity of the issues being examined. Our analytical tools include:
simulation modeling, spatial data analysis, GIS and GPS technology, optimization
and mathematical programming, feasibility analysis, benefit-cost analysis,
econometric modeling and forecasting, financial and cash flow analysis, input-output
modeling, crop enterprise budgeting, survey design, survey sampling, survey
analysis, and focus groups.
What are NEAs research capabilities?
We maintain an extensive, in-house research and reference
library and subscribe to on-line material from LEXIS/NEXIS, a computer
assisted service that allows us to research and track federal and state case
law, judicial materials, statutes, administrative laws/regulations, and industry
trends. Our on-line resources also provide us with access to over 4,000 additional
publications, professional journals, news wires, and local newspapers. Our
studies rely on only the most appropriate theory, empirical data, laws, and

Can you tell me more about GIS and GPS?
Geographical Information Systems (GIS) is a system of hardware
and software used for storage, retrieval, mapping, and analysis of geographic
data. Spatial features are stored in a coordinate system (latitude/longitude,
state plane, UTM, etc.), referencing a particular place on the earth. GPS,
or Global Positioning Systems, is a radio navigation system that allows land,
sea, and airborne users to determine their exact location, velocity, and time
24 hours a day, in all weather conditions, anywhere in the world, and is useful
for field-level data collection.
NEA staff members are fully trained and certified to work with GIS and GPS technology for mapping, data analysis, and database management. Our technical experts have extensive field and in-house computer experience working with large, complex sets of data. We organize information, digitize photos, integrate satellite imagery, develop map overlays, model, interpret results, and store and retrieve clients data for future use. For cost control and efficiency, we incorporate existing electronic data whenever possible. We also regularly acquire, download, import, and use GIS data created from outside sources.
NEA presents spatially oriented resource information for
analytical and display purposes in presentation-quality maps, reports, or
other data file formats as requested. This can be accompanied by clear and
concise tables and charts to enhance understanding of the findings. We maintain
strict quality assurance and control of all data and maps. With our GIS and
GPS services, clients get a clear picture of their situation.
Are there any special services for help with land and water rights issues?
NEA offers specialized expertise in applied agricultural
economics and Indian water rights, as well as litigation support services
when land and water issues arise. We have worked successfully with tribes
and government agencies with trust responsibilities to tribes, other government
agencies, trade associations, farmers, landowners, developers, energy providers,
and other stakeholders who are concerned with land and water resources.

NEA executive team members and/or staff members are selected

project requires. We utilize a team approach in working with our clients.
Including our senior-level executive team, NEA currently employs a staff of
18, of which three have Ph.D.s and seven others have M.S. degrees.
Our experienced professionals have discipline and work specialties in economic analysis, litigation and negotiation support for water rights claims, natural resources management, fisheries, agricultural production, regional economics, GIS mapping, energy economics, and FERC relicensing analysis. NEA staff members also have expertise in the allied disciplines of land use and recreation planning, water resource planning, forestry, socioeconomic analysis, EA/EIS preparation, impacts analysis, computer programming, database management, and technical writing and editing.
